i have learned from a knowned mds software vendor...
"a ranking cms official has just informed nasl (national association for the support of long term care) that the agency has decided to defer, by one year, the implementation deadline for mds 3.0. the implementation deadline previously was set for october 1, 2009; the new implementation deadline is now october 1, 2010."
reliability-wise, the software vendors are supposed to receive the mds 3.0 specs months earlier before the final publication. i am treating this notice as unofficial nonetheless. the official notice should appear here.

Hi. Tis official.
Shelia Lambowitz of CMS called many professional associations this morning (including NASL [a vendor association], AHCA, and many others...) as Talino stated. Some associations have sent written alerts to their members. Sheila also told the associations/individuals that this delay would be discussed at tomorrow's CMS SNF ODF at 2 PM EST.
Below is the call-in information--
1-800-837-1935 & Reference Conference ID: 70015549--call in early--a large crowd is expected!!

Doesn't surprise me a bit. May be more surprising if they actual are ready 10/10

YEAH!!!!!! It is true ... MDS 3.0 not up and running til 10/2010......
Unfortunately, sometime during the evening of 4/7/09, CMS removed/de-activated all of the links to the MDS 3.0 website --internal and external. "We are sorry, but there is no www.cms.hhs.gov Web page that matches your entry."
None of the "search engines" had the opportunity to crawl/find/cache the page.
Attached is the timeline that was posted for a few hours.
Is it correct?? :icon_roll Guess we will have to wait....
