hi! I am a PH RN migrating to California next month. i would like to ask for help to what to start first. Since I have problems with the concurrency issue, I still would like to take the chance of applying for NCLEX-RN since i have checked that all my documents are concurrent. In addition to that, I have heard from a friend that someone as my case was allowed to seat in NCLEX-RN, it's just that she defended herself a lot. I would like to try my fate and I would like to ask for advices too. If not, then I would like to know how to become an LVN instead. Thanks in advance!

Ask your friend if you could or would the friend get in contact with you as to what he/she did to get to get approved by the CA BRN?
I would take your friend's mention with some grain of salt about someone "defended herself a lot"?
As I believe, you have the one or two chances to present your facts on why you should be allowed to get the ATT in writing, then if they still want to see you in person, so that you are actually in front of the CA BRN appeals people to hear you out on your arguments.
So find out what your friend meant about "a lot"? There's only two chances unless there's a higher authority to take the matter up higher and find out if that was the case.
You could do this yourself by simply going thru the appeals process with the CA BRN, all the information to go thru the appeal process is found directly on the CA BRN website. You must, however, have been denied by the CA BRN and you must file your appeal within one year of your declination date or you lose your rights to the appeals board.
Just so you know there have been a few applicants like yourself that went to the appeals board but the CA BRN stood firm to their first decision of rejection.
Therefore, the proof of burden is upon yourself and you must show that you were, in fact, concurrent.
So you need to have all your proof in a easy to read and well-documented format: line by line, case by case, clinical by clinical with ALL the dates from the day to the months taken so that you can prove that it's actually concurrent.
There have been some who took or did their cases or courses etc BUT they were one week ahead or one month and were declared "not concurrent". So your documentation must match and reflect between your set of proof and your transcripts to be within the concurrency rules. Good luck!
With regards to going thru the LVN application, there are a couple of pretty good step-by-step instructions and explained in good details, just read thru the forum here under the "Nurse Registration".
But it's really not that difficult at all and it should not take anyone more than 30-45 minutes at the most to fill out. Go the CA BVPNT website, print it out and line out each step as you complete them.

as long your cases are concurrent to your theory. you should be fine. plus the hours of RLE etc.

Did you ever get a chance to speak with the person who was able the ATT? Has she already taken the NCLEX in CA?
I wasnt able to bec a friend just told me about her situation and i do not know her personally. I just knew that she graduated from the same place as my hometown. And thats it

No.
You'll need to find an approved school that offers the LVN-RN courses. You'll need to pass the entrance exams. Some do require that you have a year of work experience. Check out the LVN forum.
That's ok, we do get the hear says, but not the direct contact knowledge.
