is local license required for visa screen certificate? i just wondering why the CGFNS required the june 2006 batch to retake part of the NLE last june.

the reason if I remember rightly had to do with cheating

To make it easier to understand:

If you do not write the NLE, then no problems, it is not required unless you are going to a state that requires the CGFNS exam, then it is still required.

If the exam was written, then it need to have proof of passing to get a Visa Screen Certificate, and the scores from the June 2006 exam were not accepted due to issues on that exam and they are already well documented.

So nurses that did test in June 2006 were required to rewrite at least the two sections to be able to get the VSC, and if they did not pass it this time, they will need to pass it before they can work in the US.

CGFNS website has all of the specific requirements about that on their website.
