If you have not already taken and passed the CGFNS exam, then the Limited Permit if of no use to you. NY requires it, and you need to have passed either CGFNS exam or the NCLEX-RN exam to be petitioned for a green card. You cannot work in the US without a visa that allows you to do so. And you need one of the nursing exams to do that.
