Is a public petition required?

At my hospital, we are trying to form a union. We already filed for election. But now the union wants the organizing committee members to have 65% of the supporters to sign a public petition and send a snapshot. A collage will be formed and and the petition will be printed and and posted in the hospital to declare somthing like: "we are so strong, look at us! Were voting yes in the election!" But people dont want to do that. They want to maintain anonymity.

Now the union texted the members of the organizing committee and are threatening to pull out if this is not done. Is that really a required part of the process? I think that is something THEY want in order to advertise themselves.

It seems people who say they want to unionize are afraid to state it publicly.

I would be very much surprised if the employer would allow such a display in their facility.

Its a typical technique to judge the commitment of those that signed cards for the election. The union is fronting all the costs for the organizing drive and just making sure there is a return on their investment. Herring_RN has it correct.
