How to take NCLEX

Hi guys! Need some help here! Let me state my case. By the way, I am Carol Suliva, I'm presently residing here at Beckley, West Virginia since October 20, 2015. My husband got a job here as medical technologist on working visa (H1b). So, as his dependent I'm pretty much aware that I am not allowed to work. While waiting and doing nothing at home, I decided to take the NCLEX. Three months ago, I went to the Board of Nursing here in WV to ask about the process, they told me to apply online but got no reply. So, last week, I emailed them about it and they told me that I must passed the CGFNS exam first. I called the CGFNS this morning and they told me to puchase the certification program. It's really confusing, I thought that since I am already here in the US, I could now directly apply in the BON. Or is it only applicable for the immigrants or greencard holders? Please help me or at least give me some advice or the steps so I could take it as soon as possible! Thank you so much for your time! God bless us all!

Because you trained outside the US then the process is slightly different. Looking at the BON website you do have to sit the CGFNS exam for initial application http://www.wvrnboard.wv.gov/forms/Documents/RNExamPack2016.pdf
