    I would use the Limited-circulation book or monograph, from electronic database” format from the APA Style Guide to Electronic References, 6th ed.

    And you always add the date the thing was retrieved, because if it changes, your reader can use the Wayback Machine (a real thing) to see what it was the date you retrieved it.
