Tough situation and I've no idea what regulations of a state BON would apply to a graduate of a foreign program who happens to be a US citizen. I gotta ask, though, if you didn't look for these answers before returning the philipines and investing in the education?

Which state are you going to be living and working? You will need to meet that BON/BRN's requirements for foreign trained nurse. Some require local license

Immigration status is completely separate from licensing. And even with a US passport, you are always going to be considered a foreign grad. And you need to be aware of the fact that we are seeing states require the local license before they will even permit one to sit for the NCLEX exam.
Not sure which state that you plan to work in, but you will need to meet the requirements for that specific BON. There are only four states now that require the CGFNS, so chances are that you will not need that, but if the state that you want still requires it, then you would have to take it.
You will be applying for licensure as an RN, and will need to have approval of the BON to be able to sit for the exam. It is not something that is instantly done when you graduate out of the US. You are looking at three to four months at the very minimum and you cannot even start the process until you have a completed set of transcripts etc that can be sent in for you.
You will not need to take the IELTS as you already have a US passport and will not need to apply for the Visa Screen Certificate. But any other requirements as far as actual licensure will need to be met by you first, before you will be granted permission to sit for the NCLEX exam.
