I have 1456 points (just 3 days LESS than 4 years) which puts me just 4 days short of the requirement of "4 years and 1 day" to gain the 'E' on the O-1 status.
I have heard that COT counts as "enlisted time" and that those days can go towards my points which would put me over the 1460 requirement. Does anyone know if this is true?

When you go to COT you are already a commissioned officer. COT is unlike OTS where you are not commissioned officer until you finish.

Review your DD214 and see what it says you could end up having more then that due to termanial leave. If you can not come up with the 4 points I think you will not get the "E".

Terminal leave is not added onto your initial commitment, it's time you already owe the military. All the "terminal" denotes is you're not earning leave while you're on that leave.
When I separated in 2000, I had 31 days of leave on the books. I started terminal leave on 1 April 2000. For that time period, I was still considered to be on active duty. As of 1 May 00 at 0001 hours, I was officially in inactive status and had completed my four year commitment. This is how it works across the DoD.
Terminal leave is not added on - it's how you burn off leave you have without losing money in taxes by having it cashed out.
When you get to COT (and I'm headed there in October), you have started a new term of service and you are already commissioned when you get there. It can't help you with gaining that E. There's no big pay difference anyway.

$358.80/month difference from O-1 to O-1E pay rate if given credit for 8 years TIS (factoring in a completed initial military obligation of 8 years).

your time in service does not change, tis includes active & inactive time along with enlisted & commissioned time. no there is not a hugh difference between an o1 & o1e but every dollar helps.
o1 e with 6 years tis = 3589.30/month
o1 with 6 years tis = $3340.50/month
o3e with 14 years tis= 5844.90/month
o3 with 14 years tis = 5799.70/month
o3e tops out at 6146.70/month
o3 tops out at 5799.70/month
you also have to consider appox 100-150 a month for for housing depending on location.
looks like a nice difference once you make captian and have some tis.
i am speaking as a former enlisted sailor reserve & active and commissioned officer in the army active & reserves.
sounds like you did no not have 1460 points, if you do your personal office or dfas should catch the problem but if they do not and you want the extra money later it can be hard to get changed.

Same thing happened to me. While it would be nice to have the "E" pay right now....I just chalked it up as a lesson learned.
