Well for a start green card is for the US not Canada.

IELTS score of 5.5 as far as I am aware for Canada the score needs to be higher (check the province college of RN website for definite score)

Visa fees look a lot especially when you complete all of the paperwork and sign it.

example of rough costs

Using Nova Scotia for costs

initial application $135.60

CRNE registration $515.71

Work Permit $150

or PR $475

extra cost which will depend on where you live will be medical because that will be required before TWP or PR is given

So will roughly cost you Candian $802 or £1127 depending on route (plus medical costs) in USD $769 or $1080

I see above fees also don't include flight and accommodation so will have them to pay. They are asking a lot of money and you can save yourself $$ doing it yourself. I promise you the paperwork is easy to complete both from the college of RN and CIC so better to save the money for yourself when you move

Sounds fishy to me. If they really knew what they were talking about they would know that green cards are in the US not Canada. What do they mean when they say - fail the CRNE and you can work in a nursing home? In what capacity? You can't work as any kind of nurse with no license. I am pretty sure your overall IELTS score has to be at least 6.5

I think the fees sound kind of excessive and they pretty vague as to what you are really paying for. As Silverdragon points out, most of this you can do yourself.

CRNE is only written at specific times of the year as well.

Entire thing sounds fishy.
