I applied online for CES at CGFNS last year. They even mailed me my CGFNS ID via standard mail. I also submitted the request for academic records at my school and they mailed it to CGFNS also last year. I worked on the Validation of license at PRC last year as well. However, with the retake issues for June 2006 passers, I decided to take a new set of exam so that I'll be in the roster of June 2007 passers (to remove the stigma and doubts). In that case, I decided to put on hold my application to CES. I told PRC not to mail my papers to CGFNS yet since taking a new exam and having a new license will entail new license validation process. Now that I have passed the 2007 NLE and currently waiting for my TOEFL-IBT results, I am now ready to apply once again for CES. I am now troubled with what papers to fill out and submit. Is it the Reprocess an Expired Full Education Course by Course Report or just the application form in the Application Handbook? I understand that I will have to pay an additional payment for the reprocess, right?
*By the way, i haven't paid any fees yet for the services since that was the time that I decided to withdraw my application.
*I also received emails from CGFNS tracking down my orders. They also emailed me when they recieved my academic records, they emailed me the status of my order. In that case, it has been deleted because of the failure to settle accounts and submit the required papers within teh time period that they gave me.
*Do i have to submit academic records again to CGFNS or they will still consider the previous documents i submitted?

If it has been a year and you never sent any payment, then they have never done a thing with your application in the first place.
If you did not meet their requirements and submit payment by the time that they gave you, then you are starting all over again as they do not have any responsibility to have to hold onto what you sent to them as you have not been a paying customer in their eyes.
You did not oblige them by what they asked for, so in essence there is no contract between the two of you and you need to start all over again as if you never did a thing, and only have the ID# and nothing more.
Without payment, you are not going to find anyone that will do anything with anything submitted, even a BON will not hold onto things, and many are now returning items sent if the file is not complete and that means payment included.
Things are actually becoming more difficult in the US now for licensure, not easier.

One thing I am sure of is that you will have to send the documents all over again (because the order was deleted). The other thing that scares me is that CGFNS has a policy to "apply the fee for unpaid services first" before applying for others. In your case, no service was provided as such, however, they assigned you an ID number and probably kept your file open for some time while awaiting payment, they may (hopefully may not) charge you fee for previous application...............
The above poster brings up an excellent point on this, you can be charged for their services that they provided you in the past, even though you did not send payment to them for their time that they spent on you.
And you do not have anything to argue about it with them, as you need them to get the Visa Screen Certificate as well.
And for others that are reading this:
Please do not send in applications without payment inclosed with them. Both Boards of Nursing are now posting that they will return anything without payment that is submitted and you can see that CGFNS will not keep files until later on as well.
It is one thing for payment to be sent a week or two later, but do not expect anyone to have to keep yourt records for months and months without payment. They do not work for nothing, and they need to be paid for the service that they are providing.
If you decide that you are not going to go thru with an application after you send it in, then it is proper protocol to let the agency know as soon as possible, not be just withholding payment from them, as they can hit you with additional fees when you are finally ready.
thank you starbin and suzane for your helpful replies. will keep in mind your points.. i guess i have to wait for whatever charges the CGFNS may ask from me.. im really hoping that they will not charge me for the previous application..
i wasnt able to call cgfns that time because i was already confused with lotsa things on my mind.. retake, applications, etc.. my plans went back to zero.. i know its not an acceptable excuse.. but that was what really happened. i was depressed for a while because of all the issues that took place.. anyway, now i know and others too.. may they learn from what happened to my case..
will keep you posted if cgfns asked charges for the previous application..
