OK I am really confused!

order-ampicillian 420 mg. (30mg/ml)

Usual Adult dose- 1-12 grams

9.24*1000

--------- = 61.6

SAFE RANGE= 61.6-70.53mg

9.24*12000 and the order is 420mg!!??!!

Clark's Rule: Wt of pt in lbs/150 lb X usual adult dose = "safe" pedi dose

Your calculation of 61.6 mg is correct, using the lower end of the adult dose 1 gram (1,000 mg)

However you listed the upper safe adult dose as 12 grams (12,000 mg). Using this figure the upper limit pedi dose would be 739.2 mg:

9.24 lb/150 lb X 12,000 mg = 739.2 mg

So your pedi patient's ordered dose of 420 mg falls nicely between 61.6 mg & 739.2 mg, indicating that according to Clark's Rule the ordered dose is safe to administer.
