Hi there... I attended a seminar this afternoon and the speaker told us that BRN California will ask you to take the NCLEX again in case you wont be able to get your license in California 3 years after passing the exam. How true is this? hope you can enlighten me on this.. Thank you...

The issue is that CA does not keep an application past three years from the time that you pass the NCLEX exam, and they do not give extensions on that.
You can apply to another state that issues a license before the three years are up and have CA forward your passing score to the new state. You will have to use the License by Examination form and meet the requirements for that as there is no license to endorse.
Much has been written on this, please do some reading on it here.
