CA Board of RN / time limit of taking NCLEX

Hello, my wife took the NCLEX in CA back in April 2014. She didn't pass and then received a letter from the BRN stating if she does not take the test within 2 years of last test completion date, her files will be destroyed and she must re-apply.

My wife recently re-applied to re-take the test and the BRN accepted and sent her mail stating she is eligible to take test. Here is the weird part...in that eligibility letter, it stated....if she does not take the test within 2 years from this eligibility letter date, her files will be destroyed.

We are confused. Should she take the NCLEX prior within 2 years of April 2014 or within 2 years of the eligibility letter (2 years will end Jan 2018)
