can US RN (2 years degree) can Practice in Canada?

My American husband is a nurse consultant. but he only have an associate degree. he has been working for almost 25 year as nurse. If we have to move to Toronto Ontario, can he be able to work as nurse consultant? Please any body answer my question..... thank you very much..... i know for sure that he can practice but, does he need to have BSN for him to do that? I dont know because i am not a nurse. i am a canadian, and use to work as research and development manager back in Toronto, but now the USCIS, is not being cooperative with us. So we are thinking to move to Toronto Ontario... so that i can get back to my old job.... i love my job but i love my family too...

To be honest I think only the provincial college of RN's will be able to say whether he meets requirements or not which will enable him to work as a nurse in the province.
