What is a pool shift?

Can anyone please explain to me what this is and how it works?

This is how I would understand it.... it's when a person from a pool or temp agency comes in and fills in a shift or whatever at a facility that is short staffed. They usually are very good nurses, but I have also seen some that shouldn't be able to call themselves nurses!
