Was she lying?

I am very pleased with the $$ that I will be getting with my new assignment, but even more tickled that OT starts after 36 hours - at a pretty rate, I might add. But before I decided to go with this agency, there was another agency who wanted to submit me to this job. I didnt tell the recruiter that I was about to sign the contract to work at that exact hospital. Instead, I asked her what the numbers were. It was laughable, and then I asked her about OT. Again, laughable rate. And finally, I sarcastically told her that I am somewhat interested, but I wanted OT to start after 36 hours. Again, just playing with her. She let out a big sigh and said that she's only heard of that for crisis jobs and how that is something that the hospital has to offer the agency and that its not up to agency. I then dropped the act and told her she may not submit me. So my question is, is OT after 36 a perk from my agency, or is is truly something that the hosp has to offer agency?
