Waiting List, but no Competition?

The school I am planning to go to has a three year waiting list, but they put everyone on it who completes the CNA class and Chemistry. I am relieved to know there isn't competition, TEAS test, and stuff like that, but is it odd they take almost everyone?

Here the CC do that. Simple wait list no rankings, The state school ranks their applicants every semester. Something for everyone :)

CO is pretty similar to that, everyone gets in if they are willing to wait and have the grades and pass a background check. However that is only for the CC system, the major university programs are more competitive with grades and test scores.
