Hi guys! I am a nurse in the Philippines who is seeking to obtain my permanent residence status based on my relationship (fiancee) to a U.S. citizen. I'm planning to take my NCLEX in Maryland. Do I still need to obtain a VisaScreen® certificate? and Is it necessary for me to take IELTS and CGFNS?

You need to provide more information before we can help you. What do you mean, "US immigrant" - are you already in the US? What status/type of visa do you have? What state are you planning to apply for nursing license? Where did you do your training? Have you applied for licensure and completed NCLEX yet?
No not yet, im here at the Philippines. Im planning to take my NCLEX in Maryland. According to Maryland board of Nursing, the requirements are: CGFNS (Credentials Evaluation Service), IELTS and NCLEX. Do I still need to take IELTS and CGFNS (CES)? If my status is US Immigrant.
There is no such status as "US immigrant". Your status will be "conditional permanent resident" once you marry and adjust status.
You will need to do whatever requirements Maryland has for applicants who were trained overseas. If they need CES, you have to get it. If they need IELTs, you have to do it.
The only thing you do not need as a PR via marriage to USC is the Visa Screen Certificate (VSC) from CGFNS, which saves you several hundred dollars.

Correct the only exception you have is VSC is not required everything else that is required by the BON is something that is not excused because you are marrying a USC
