I'm having trouble identifying a rash on a family member and they have asked for help before rushing to the doctor and racking up a bill. The rash is on the neck, causing dark discoloration and peeling of the skin. It itches and pain to touch. It almost looks like a peeling sunburn but the location and context of the story wouldn't allow that to fit. It started out in just a small spot over the throat region and has now spread the length of her neck and wrapped half way around the back. My first thought was eczema but it is not raised or red in any areas. Vaseline is the only thing she will put on it because everything else hurts. Any ideas?

The internet is no place to diagnose a skin condition. As some skin conditions can be quite serious, she should probably see a doctor sooner rather than later.
