i have been researching about this for sometime now. i have in fact emailed [email protected] and asked about the sinp. qoute and quote from the email

general program description

the saskatchewan immigrant nominee program (sinp) is an alternative program to the federal immigration program for people who intend to come to saskatchewan. the criteria for this program are different from those of the federal immigration program. please visit http://www.immigration.gov.sk.ca/ to review the criteria of the program to see if you may be qualified for any of the categories. the website also contains downloadable forms and other key information about the province.

if an applicant is able to meet criteria, the sinp will nominate the applicant who can then apply to citizenship and immigration canada (cic) for permanent residence. please note that although saskatchewan can nominate an applicant, nomination does not constitute approval of your application for immigration to cic. final authority rests solely with cic as to the issuance of visas

mmmm... from my understanding of the first sentence, you can still apply even if you're not in saska. i dunno, you tell me
