the nclex is the same all over the us. the only item that is reciprocal between us states is the results in the nclex. the nclex is the same in va as it is in ca or nj or co.
you need to apply for a license & permission to sit in the nclex in the state where you wish to practice. i don't know why you would want to apply to california for licensure if you are living in virginia. the test is exactly the same. if you do not have a valid social security number you cannot apply for license as an rn in california and therefore cannot take the nclex for the ca bon.
what you need to do is go to the board of nursing for the state of va for information. applications are submitted online in va.
http://www.dhp.virginia.gov/nursing/nursing_forms.htm
but foreign educated nurses need to contact the bon directly:
licensure by examination - registered nurse
if you are a recent graduate from a rn state approved nursing education program that prepared you to be a nurse and need to take the nclex (state board), you will need to complete the application for licensure by examination.
if one or more apply to you, please contact the board at (804) 367-4555 for further assistance:

NCLEX is a national exam and like the previous poster why apply to a state different to where you are planning on working, that is just spending too much money and requirements may be different.
Moved to the International forum
THANKS for that info.
That's why I have plan to take CA NCLEX because they only need NCLEX...unlike other state they need two exams.May I ask why is like that?is true if I've passed in CA NCLEX then here in VA the things have I to comply like certain class or seminar if they need to(VA) or lacks in CA?THANKS SO MUCH...

I would suggest to just apply on the state you want to practice nursing. If you live and want to practice in VA, then apply to VA Board of Nursing (BON). NCLEX is just part of the licensure process. Even if you are licensed in one state, let's say California, when you decide to endorse it to another state, you still need to comply with the requirements of the states you are endorsing your license. So if you don't have any plans on working or settling in California, then don't apply there.
THANKS for your info.Okay,I'll take the 2 exams.I hope I can do it well!have to accept the reality where am living one of the 5 or 10 states required these 3 exams!
THANK YOU..
Where do you get the idea you need to sit 2 exams. Only a handful of states now require the CGFNS exam most just require CES which is a report based on your transcripts. Have seen members post that they still have to meet requirements when endorsing so not always easier going to another state first. You could check with the state what requirements as as a foreign trained endorsing a license and see what they require
Because i already passed CGFNS last April.THANKS Silverdragon102
