Is it bad to not have a manager reference from your current job? I am looking for a new job and I do not want to tell my manager that I am looking, just in case it doesn't pan out. What do you all think?

All you have to do is tell your prospective employer that you prefer that they not call your present employer because you don't want them to know you are looking. It is perfectly acceptable to do this.
On many applications, there is a box you can check off if you request your current employer not be contacted. Happy job hunting!
