I'm confused since there's a part which says I don't have to send a hard copy of the electronic application, on the other hand, there's a part which says "must submit with notarization.

Hi there! I am Jen. I am a nurse / have a license in the Philippines. I am a green card holder (permanent resident.) I've been here in NY for 1 month+ and I have finished the 2 courseworks as mandated. Now, I am getting ready for CVS. I have my electronic/online application @ CGFNS for CVS. I'm really confused now, please help me with the following: 1. Can I use a debit card with VISA (though they said credit card)? 2. Is it faster when you don't have a local license in the Philippines since CGFNS doesn't have to coordinate with PRC (licensing authority which they said is slow)? 3. Can I deny my local license since I am an immigrant (they said there's no need)? 4. Do I have to send a "hard copy" of my electronic application and get it "notarized" then mail it to CGFNS?
