In a nutshell, each year the House and Senate must vote on the upcoming fiscal year's budget. Should they not agree by fiscal year's end (sep 30), they will go into a (possibly lengthy) round of discussions.
During that time, however, the government technically will not have an approved budget and therefore must " shutdown". No one is authorized to be paid, so no one is working.
From what I understand, the employees that process our HRSA grant payments are among those who won't be working (federal employees) So, we may experience a delay in receiving payments. This is what they were informing us in the email.
I do not believe that the HRSA grant funding is one if the major issues on the table right now, although it is technically up for vote. Most of the stink this year is over the Affordable Care Act funding, so I do not believe the program itself is in danger. The participants, however, will be affected by the shutdown if it happens.
Let's all pray they get it done in the next 48 hrs! It's my understanding that the October payments are often delayed anyway due to the transition into a new fiscal year.
