What it sounds like to me is that they will pay you the 40 hours a week, and if you get called off then subtract the 17.31 for the hours you lose. If the actual scenario is what you described, it is quite punitive and you should avoid the contract. Call your recruiter and clarify or ask for different terms. also shopping around is a good idea. All companies do not pay the same, have the same terms, even for same job different nurse.
