I think it's the decision of the student if they want to continue. I was in a situation similar to that. The program I'm in now, is a repeat of the same program I started almost a year ago. There were changes in the structure of the program, similar to your sitiuation, "rewriting" curricilium, changes in instructors, and location of the institue. It was not my intention to repeat the same program, but I was told no refund will be given. That was money lost for me because I paid out-of-pocket. I'm now repeating the courses which I find beneficial for me and I do not have to pay any more or extra money.
