PRC gave the option for the June '06 nurses to retake the exam either in June '07 or Dec '07. When you apply at PRC, you need to specify which kind of retake are you sitting in, is it just the test 3&5 or the whole exam. If it's the whole exam, you'll have to surrender your license, but if it's only test 3&5, you don't have to waive your license. You only have one chance for the retake. If you failed it in June '07 you can't take it again in Dec '07. If you didn't waive your license, you are still a RN in the Philippines. But you can't qualify for the Visascreen since you failed the retake. In order to qualify for the Visascreen, you have to surrender your license and retake all tests 1-5. If you waived your license, and failed the retake, it's pretty clear that you're not RN in the Philippines anymore.

In order to get a SSN, you need to finish the immigration papers first..and that's not possible at the moment coz of retrogression. Try scouting for a US hospital or Skilled Nursing Facility who is willing to petition despite of the retrogression. So you can start filing your I-140 (Immigrant Petition for Alien Worker) and get a priority date. It may take years but might as well do something rather than nothing. Get more experience while waiting for your priority date to be current.
