I think their asking if you went from under review to participant, finalist to participant, or under final review to participant.

That’s what I was told as well. It’s just a case of the nerves and reading previous nurse Corp app threads. It appeared that those who got it were notified first and then denials sent out. My status has never changed from under review and I’ve had no credit checks.

I’m guessing if you’re still “under review” and never received a finalist email or any signatures- this would indicate a denial. I doubt they would still be sending finalist emails with requirements so close to the 9/30 deadline.
