Practicing out of state

I know an RN who is licensed in Texas. He got in some trouble and was asked to begin TPAPN. He decided he did not want to, so he moved to California and is practicing in California under an out-of-state license. His license in Texas will be delinquent as of September 1st. He will not be able to renew it because he has not done the ordered TPAPN, therefore it will be revoked. Will anything happen to his California license when his Texas license expires or gets revoked? His California license expires September 2014. Will he run into problems renewing his license (assuming he still has it) since his Texas license will have been revoked by then? I'm not familiar with how California communicates with compact states regarding licenses.

Not sure I understand .... he is working in California with an out of state license? then you mention he has a California license. My understanding regardless he has to let the BRN know he has issues with one license as there is a question on the application form that asks this. My understanding is he is working illegally and could be in a lot of trouble. Didn't think California was part of the compact license agreement

Calif is not part of the compact. If he got a CA license by endorsement ( unlikely, if he was under restriction in TX when he applied for it) then it doesn't matter what happens c any other license he holds elsewhere. But as I said, it seems unlikely that he has a valid CA license.
