This link will take you to Vermonts website, however I don't think you actually need a copy of a license to be petitioned but proof of passing NCLEX.

You do not need the hard license to start the petition process. You only need proof of passing the NCLEX. Some even just use the CGFNS Certificate to prove passing of the CGFNS exam because that too is accepted to start the petition process. The letter CA BRN gave you informing you that you passed NCLEX will suffice to start the process and many have done it that way.

Also, unless the 3 years are about to expire w/c CA BRN gives to their applicants w/o US SSN there is also no point of endorsing to another State this early.

CA BRN also extends that 3 years for an additional 1 year upon request but they too do not do it unless it is close to expire.

thank you for clearing my mind...my notification letter from california date is dec.19, 2007 so it will expire by dec.19 2011...thanks once again

No, your letter will expire in 2010, three years from the date on it. If they grant an extension to you, then you get an extra one year, but they do not always do that and you need to contact them beforehand and closer to that date.

The three years is all that is automatic.
