Please help!!

I am a currently licensed RN in CA and NJ,and I've been trying to transfer my license to NY for really long time,but I dont know why the NY education department license unit rejected my request and told me that I am not qualified as first degree nursing...:arghh: because I finished my nursing degree outside of US(Taiwan)?!but it doesnt make sense to me at all, my education was verified and I passed NCLEX exam,why cant I transfer to NY?I am really really frustrated,please if someone knows anything about licensing,please tell me what to do!thank you!

Just because you hold a license in another state doesn't mean you meet the requirements for NY. Did they say what area you were deficient in?
