Is it possible to bleed out from a PICC line?

Depends on the PICC but pretty unlikely as it would take a long time. 

Hard to say... I'd think it would clot off before exsanguination... but BP and platelet count would probably be partly determinant.

You mean CVP...and if someone were on some type of blood thinner and had elevated right heart pressure and no one was paying attention....
