Just wondering, what's the difference between performance based interview (PBI) questions and behavioral type questions?

As far as I know, nothing. They are both interview styles that ask how you have or would respond to a certain situation.

Just speculating, but I wonder if performance based questions are related to clinical practice while behavioral questions deal more with ethics or co-worker relations.
i.e. Performance: "A patient comes into the ER complaining of chest pain. What do you do?" Behavioral: "You suspect your co-worker has come to work drunk. What do you do?"

I'm not so sure. I had an interview with the VA who do PBI-type interviews and they asked questions like that "Was there ever a time you worked with a dysfunctional team. What was the situation and what did you do?" I believe the ER example in your comment sounds more towards like a situational type question?
