Does anyone with a hiring background have an opinion on my application and my qualification to begin applying for professional development/nursing education jobs?

Work experience belongs first if you're an experienced nurse. Education and certifications should be below experience.
For the employer that you were both an LPN and an RN for, I'd separate it out by dates because on first glance I looked at this and said "this person has been an RN since 2010 but was working as an LPN in 2012?" The "Emergency Department QI" sections belongs, well, with your ED job listing. You have it listed under a completely separate job now and it doesn't follow.
