NM or NJ

I've learned that it is faster to sit for nclex if you take the NM route, i really intend work in NJ. However upon comparison of their requirements, Toefl is the only thing omitted in NM. my question is, which do you think usually takes the lesser time, effort and money. Take the toefl (i.e. directly apply to NJ); or just endorse later on (i.e. NM route).
