Need help!

I need to write a letter to the legislature of my state about a nursing topic. I am stuck! I am not asking you to do my homework for me, just help me brainstorm some ideas. I have no idea where to start.

I'd go stat to the website for your state nursing organization. They are always on top of things that need the legislature's attention, and have specific goals and talking points. I'm not suggesting you parrot them, but get informed and see what your perspective would add.
