They're right. The Board of Nursing will not allow you to register to take NCLEX until you have graduated. If your college doesn't grant you a degree earlier, they don't. There is no -- NO-- way around this if you can't talk them into giving you your degree early because you've completed all the degree requirements.
thnx i will ask them

This may be a school or state dependent situation. I attended a public university that only confers nursing degrees twice per year (in May and December). My cohort finished our nursing program in August, I took NCLEX in October, and received my BSN in December. My school was able to provide the necessary documentation to the Board of Nursing for us to sit for our exam even though our degrees had not been awarded, because we completed all program requirements.
The school would be able to tell the OP if that is the case in her state; if it is, the BoN would be well aware that ABC University only awards degrees in May and Dec (or whatever) and may already have a workaround for the grads of that school. Worth asking, of course. That's why I said, " ...if you can't..."

Ok from what I understood you will graduate in May 2017 but you want to take the NCLEX in February 2017? If you have not finished your degree requirements you cannot take the NCLEX until then. But definitely call your school for a 100% correct answer.
