You may be able to find all the information you need already posted here.

If you get the BSN, you are looking at about a five year wait plus for a chance at a green card, it is definitely not a guarantee that you will be able to get it. There are many more applicants than there are visas and they base it on the country of birth.

Please be aware that you are not going to be able to write the NLE if you do not hold a passport from the Philippines and most other countries are wishing to see a local license from someplace before they will consider you for licensure or immigration purposes. So be aware that things are not going to be easy for you at all.
