The simple answer is no, you cannot take the NCLEX as an international candidate before graduating overseas.

You cannot just write the NCLEX because you so desire. You must graduate and apply to the board of nursing (in the state where you wish to live and work) for a nursing license by examination as an internationally educated nurse. Your educational credentials will be assessed (this takes 2-6 months generally) so you won't be able to take the NCLEX right away. Especially since you won't officially graduate until after your university exam results are known.

Many states require a valid US social security number for applying or being issued a US nursing license per federal mandate.

As an aside, If you have no work rights and no desire to work in the US there is little point in wasting time and money to obtain a U.S. nursing license. I know some feel obtaining a U.S. nursing license is prestige but it is of little value for one who has no intention of living/working in the US as a nurse.
