Hello,
I was wondering. When I graduate I am going to take the PA state boards. If I decide to move to NC or another state can I just transfer my license or do I have to retest in another state?

No, you just have to provide documentation that you graduated from an accredited school of nursing and pay the licensing fee. Years ago you had to retest in some states, but that stopped because the boards in PA are exactly the same as in CA or any other state.

Contact the NC BON to find out what the requirements are. Lucky for you NC is a compact state so you'll be able to work in 19 other states without any further requirements to obtain a license in those states.
