The LVN boards can be challenged only in California.
If you are an allied healthcare worker (CNA, MA, paramedic, EMT) with years of experience, you are allowed to challenge the LVN boards in California and become an LVN if you successfully pass the NCLEX-PN. However, there are limitations on this type of licensure, as the license is useless outside California. It cannot be endorsed into another state.

I have heard it being the other way around, that an LPN can challenge the MA exam, or that an LPN midway through their program can challenge it...or something like that, but it does depend on the state and what you were actually allowed to do in that title.
