Need a little help as I've been reading the Nurse Practice Act online and am going crazy.
Is it within a registered nurse's scope of practice to remove Jackson Pratt drains from surgical sites with a doctor's order?
Or at all?

yes.
Let me qualify that yes. If you have never been taught how to do something even if it is in your scope of practice you should not be doing it.

Whew, thanks for answering! Glad it was yes . . because I did.
And it wasn't the first time - we had a traveler who refused to do it and we have done it forever . . . so to the Nurse Practice Act we went but that is one heck of a mess to wade through.

1472. standardized procedure functions.
an organized health care system must develop standardized procedures before permitting registered nurses to perform standardized procedure functions. a registered nurse may perform standardized procedure functions only under the conditions specified in a health care system’s standardized
procedures; and must provide the system with satisfactory evidence that the nurse meets its experience, training, and/or education requirements to perform such functions.
title 16, california code of regulations
if there is a policy and procedure for jp drain removal in your facility, then covered under ca law under above standards.
jp removal usually on agency/traveler's skills check list provided upon hiring them.

we have been trained - it is just something done so seldom and we couldn't find the p&p. which isn't a good thing either . . .
