Is it normal for recruiters to put in your application to hospitals you never mentioned?
i wanted my recruiter to put my application into a hospital in concord,nh instead she or supposedly her account manager put one in Lebanon,nh because concord was closed- without letting me know. So I got a call from a nursing director from Lebanon and she liked me- but I don't know if I should take the job... It's a smaller rural hospital...

I am not sure what the employment landscape looks like in your part of the country or what your experience is. In California where I live, employment is not easy to come by, even for well experienced nurses. If you want a job and Lebanon is not too far a commute, you might consider taking the position. And to address your original question, yes...recruiters can and normally send out resumes to many different places in hopes there is one "bite".
I hope it works out for you whatever way you choose to do.

An agency should NEVER submit you for a job without your specific permission. That's a big no no. What if you had applied to that hospital through a different agency? And, by the way, it is perfectly okay to be signed up with more than one agency and have them looking for an assignment for you.

I would drop an agent who submitted my application to a Hospital without my explicit permission. It's your job, your licence, your time and it's YOUR decision where you want to go. That agent got greedy and thought they could push you into a position without asking to make themselves some money.

Just happened to me today. "We have an offer for you in Irvine!" Thanks, but no thanks. And why did you submit me to Irvine without me knowing?
Lame.
