Has anybody else ever had difficulty getting past HR and your application sent to the hiring DECISION MAKER? I am having an issue now....
HR always sends me an email saying that they are considering other candidates that more closely match the position. The position matches my background 100% and I meet or exceed all of the qualifications listed on the job board. But everything I apply for this department they send me that email. When I apply in other similar departments they do not send me that email but my application gets forewarned to the management teams. Color me confused.
What would one do in my situation?

I assume you are dealing with an automated system. If so, there are different settings that can be adjusted for each job listing. Some of those settings will generate an automatic response like the email you are receiving - I'll bet that is the case in this situation. How do you know that your application is being forwarded to the other managers? Are you receiving an automated notification for this also? That's just another setting that can be customized for each job.
If you are currently employed in that organization, you could probably wrangle a way to contact the hiring manager. But if you are an 'outsider', there is very little chance of making this happen.
Hiring managers must follow all of their organization's HR processes in order to avoid exposing the organization to liability associated with violation of labor law/regulations. For example, if a hiring manager gave you special consideration in the hiring process - any applicants who did not receive the same treatment could sue the organization for discrimination.... for real.
I don't have any magical advice. Even though I know that it probably is not very comforting, just remember that everyone (not just you) is having to deal with the same thing.
