Help with VA application process

So I have been trying to apply to the VA for a few months now and every time I do I get my application kicked back as incomplete. I have been searching around for a walk through from A-Z on the process but have found nothing. Can someone please help me figure out what to do? Also I just recently heard about VA nursing recruiters. I live in California, can anyone tell me how to get in contact with one of these people? I can't find the phone numbers for them at all. I REALLY want to work for the VA. I am a former soldier and the VA has helped me a lot since separating. I'd like to give back and be a part of that help for others.Thank you in advance for your time and help.

PS Just to clarify, I'm looking for specifics here. I'm not looking for just a vague apply and monitor the application type advice, but actually how to it and what to include because clearly I'm using the wrong forms or something -I've only been using their online application or questionnaire, my resume (the one I use everywhere), DD-214, transcripts, and a copy of my license which as far as I can tell is all they ask for.

I work for the VA and I could probably help you but it would be next to impossible to help without actually seeing your electronic application. That being said, you say you live in Cali? What VA are you trying to apply to?
