Heart beating 60/20

A friend of mine is having "electric shock therapy"done where they shock the heart because it's beating at 60/20. Can someone please explain what this means? Is it the same as cardioversion?

don't know why anyone would need to be cardioverted if either of those numbers was their heart rate?
