hi everyone!
just want to know what an H1-C visa is all about?

Forget about it. Doesn't exist anymore for nurses. If it does, you are owned by the facility and are at their mercy. It will not make anything any quicker. Any nursing visa, requires that you pass NCLEX as well as the series of English exams.
And if someone over there tells you that it does, run as fast as you can from them. They have very old information.

i just want to know your advice in my situation. i have been verified for the state of california for the nclex exam, i'm planning to take it this november in hongkong. i've also applied for a verification for the state of new york, which is still on the process. if i pass the nclex registered in california and had taken the english tests required, could i apply for a reciprocity to the state of new york? what would be my next move after i pass the required exams? do i need to get an employer in order to get a visa to work in the states? how long would the process take?
It won't do you any good to apply to two states for initial licensure, actually can cause you problems with Pearson-Vue and the exam and delay everything. You do not apply for reciprocity, you apply for endorsement of your license, which essentially means that you will be licensed in a second state. If you already have approval from CA, just stick with that. But be aware that you cannot endorse that license until you actually have a Social Security Number.
You will need to apply for a Visa Screen Certificate as well, if you have not done that already. It will not be actually issued until after you pass NCLEX as well as the English exams.
You must have an employer do your petitioning for the green card, which is the visa that allows to work legally in the US. It is not something that you can do on your own.
Length of process depends on where you wish to work. Immigration is completely separate from the nursing licnese process. Read soem of the other threads here for more information. Everything is already here in detail.
