Filing a Grievence

I'm interested in any information anyone can provide pertaining to writing and filing a grievence at work. A group of employees (Nursing and Security) were paid for overtime hours worked during a state of emergency (2016 Louisiana Flooding) and suddenly they're telling us that they're taking money from our next check because we shouldn't have been paid. We should've received K-Time instead. I'm quite sure FEMA reimbursed my employer because we all had to complete a special time sheet and a General Circular was released stating all employees who worked overtime can be compensated at time and a half rate (State of Louisiana, Office of Behavioral Health)....
