I am from Northern Virginia and I am hoping to go

to Canada, but unsure how to transfer my LPN

You will need to apply to the nursing college (their equivalent to nursing board) of the province you want to work and meet their requirements for LPN then at some stage sit the Canadian PN exam. You will also have to find a employer and apply for a work permit

You will not be transferring your license, but will have to meet the requirements for licensure there and sit for their licensing exam.

Each province has their own requirements, just like each state in the US. It is also going to depend on the province, not all are going to accept the LPN from the US. Ontario actually requires a two year training for the LPN there, and they do not accept the one year programs from the US.
